A. James “Jim” Barnes served as the second dean of the O’Neill School of Environmental and Public Affairs from 1989-2000. Barnes, a nationally recognized expert in environmental law and policy, held several senior positions at the EPA (which he helped form in 1970) including the EPA Environmental Finance Advisory Board and was a trustee of the National Institute on for Global Environmental Change (which we also helped form).
Barnes also taught at Indiana University’s Maurer School of Law such courses as environmental law, environmental policy, professional ethics, and law and public policy. He received the Trustees Teaching Award in 2005 and the Sagamore of the Wabash (the highest honor given by Indiana’s governor) in 2000.
