
The Hamilton Lugar School of Global and International Studies has announced two important changes in leadership.
Executive Associate Dean Kaya Şahin has accepted a position at the Ohio State University as vice provost for global strategies and international affairs. Kaya is a genuine scholar. His knowledge of his own field of Ottoman history is deep and wide, as the success of Peerless Among Princes attests, but the scope of his knowledge of disciplines across the humanities and social sciences is unparalleled, and his guidance has been invaluable to the school. His welcoming demeanor, sense of humor, and commitment to open dialogue have nourished collaboration and creativity in small ways and large.
Senior Assistant Dean for Curricular & Undergraduate Affairs Shruti Rana will take an inaugural position as Assistant Vice Chancellor at the University of Missouri and as Professor of Law at the University of Missouri Law School. Shruti has contributed her innovative leadership in a wide array of roles from curriculum development to undergraduate recruitment and retention, as well as led a groundbreaking international law research team, and has been a tireless advocate on campus, in the Bloomington community, and internationally. Shruti’s initiative has given opportunities to Hamilton Lugar School students through the cultivation of new connections and partnerships. She led the rapid growth of the International Law and Institutions program in affiliation with the Maurer School of Law which is now one of the school’s most popular majors.

David Bosco will assume the role of Executive Associate Dean. David came to Indiana University and the Hamilton Lugar School in 2016 from American University. His research focuses on the political dynamics of international organizations and international law, and his new book, The Poseidon Project: The Struggle to Govern the World’s Oceans, explores ocean governance and the law of the sea. Bosco also continues to follow closely the International Criminal Court and aspects of the United Nations system, with a focus on the Security Council. His service as chair of International Studies has given him keen insights into how our school and university can serve our faculty, students, and community better.

Isak Nti Asare will assume the role of Assistant Dean for Undergraduate Affairs. Isak has been serving as the school’s director of admissions, as co-director for the Cybersecurity and Global Policy Program, and as the executive director of the IU Cybersecurity Clinic. Before that, he worked in the Language Workshop and as associate director of National African Language Resource Center. He is an affiliated faculty member in the Ostrom Workshop and is a fellow at the Center for Applied Cybersecurity Research (CACR). His research stands at the intersection of emerging technologies and policy. He has advised national and local governments on the strategic, cultural, and leadership opportunities and challenges arising from AI and other digital developments. More importantly, he cares deeply for Hamilton Lugar School students, and he has a proven record of helping them succeed.
Together with Interim Dean Nick Cullather, they will continue the school’s strong momentum in the new academic year. David and Isak are the first cohort of HLS deans to have all of their FTE within the school, so it is fitting that they will carry the school’s institutional culture and memory forward, as the search for a new dean resumes in fall 2023.
